Mindrealm v1 r32 - PROJECT/VERSION COMPILER CACHE

Scope: reusable compilation tests, successful component durations and compiler
artifacts are keyed by project + major version + target/component, not revision.
The project/version cache is stored at:
  ../Builds/Compiler Cache/Mindrealm v1/
Compiled results and distributions remain in revision-qualified build paths:
  ../Builds/Mindrealm v1 r32/

For each component, reuse is permitted only with a positive prior successful
compile duration, matching revision-neutral input/toolchain/flag fingerprint,
and an owned SHA256-verified artifact in the project/version cache. Cached
artifacts are copied to the new revision build output before packaging.
Changed inputs, dependencies, compiler or flags; missing/corrupted artifacts;
and missing/unknown successful durations all require actual recompilation.
Failed compilations never replace committed successful cache records.

A one-time upgrade from revision-local schema 1 imports successful compilation
durations when older Build directories exist. Because schema 1 fingerprints
embedded revision-specific absolute paths, their artifacts are not trusted for
re-use until successfully recompiled into the new schema 2 cache. Thereafter,
normal revision increments do not reset compilation tests or durations.

ETA reads the shared project/version master, not a per-revision master. Build
configuration and release package naming remain revision-qualified.

Native regression tests (require PowerShell with working process execution):
  tools/Compiler-ProjectVersion-Cache.Tests.ps1

Shared scripts remain byte-for-byte identical across PHLEGM and Mindrealm.
